Not a big fan of just giving powers to characters via feats with no prereqs. You've basically assigned leadership a static 10 point value. The title alone seems to indicate a prereq of leadership, a simpler more thematic version might be Prereq: leadership. Leadership roll succeeds on a roll of 3-6. cost:3

Ten points isn't bad for instant, full-dial Leadership with a bonus ever second turn. I could easily see using this.
