Choose a character. Give it a power action; it's speed value becomes [20] and it may use Phasing / Teleport as a free action. After the action is resolved, remove this feat from the game.

As it's a single-use Feat I wouldn't want the card to cost any more for anyone with Phasing/Teleport, though I would go along with it costing less for Dr. Strange.

I'd say that this should be like Lazarus Pit. When Dr. Strange uses this feat it's 6 points, when any other character does it's like 12. Just my opinion. Still awesome.
