I definitely approve, though I'd still see it as a patch for a rules change: Psychic Blast, as with Incapacitate, should be freely used either in close or ranged combat. The ranged combat classification makes little sense. The same should go for Pulse Wave.

I realy like this card but would be a little concerned of the point cost, seems kinda cheap for an exploit weakness on a normally ranged attack. I would defenetly use it though.
