COBRA TROOPER
Low cost, can't hit squat -- that's the heart of the Cobra Trooper. They're basically full of people who couldn't make it past basic training, and it shows. This Cobra Trooper does get one click of Energy Explosion, but he'd be hard pressed to hit anyone with it.

Fortunately the Cobra Troopers is also given the Cooobraaa! special power, essentially making him a Cobra minion. Of course, it's a special power, which means it can be countered with Outwit. Seriously, why is Cobra even a threat to the world?
