As we've mentioned, he's definitely a utility piece, but if you do need to get him in the battle, the S.H.I.E.L.D. ENFORCER has a respectable range of [6] with very usable attack values and a workable damage of [2]. And let’s not forget that he has the Target Acquired Special Power for an entire dial!
Minion: Target Acquired: If a friendly character with the S.H.I.E.L.D. keyword that’s 50 points or more is within 8 squares, S.H.I.E.L.D. Enforcer can use the Sharpshooter ability.
Fortunately the Nick Fury that also comes with this Team Pack is over 50 points... so S.H.I.E.L.D. ENFORCER will have no problems using this ability – and notice that the Target Acquired Special Power doesn’t have a Line-Of-Fire requirement!
One slight tricky way to use S.H.I.E.L.D. ENFORCER is to give it a power action to activate the SHIELD Team Ability, and boost the damage of an ally behind him. Then, that ally can use running shot to move up just 2 spaces with Running Shot. It can be tricky to pull off, but every extra bit of damage helps!
Edit: the next paragraph is incorrect, as pointed out by Nihilistiskism's post below,
A great way to use this character is to take a primary attacker with the Flight combat ability and simply Carry the S.H.I.E.L.D. ENFORCER around. If you've got a primary attacker with Flight and Running Shot, then it'll be able to take advantage of that SHIELD TA.
