This may be cheating a bit, but the EXP version of the Joker is certainly cheaper than the Vet version (#12 in our list), but you get the same unpredictability as the Vet version. The biggest surprise of this Joker is that he starts with a whopping [18] defense with Combat Reflexes, which was pretty unheard of back then (and is pretty potent in today's game).

Add in some Exploit Weakness, Outwit, and Perplex and you have a great utility piece for under 100 points. But even on the attack front he can dish it out with some Poison and Incapacitate and a respectable range.
As if that wasn't enough, he gets the Injustice League keyword and TA to boot -- which goes great with some of the more modern figures for the purpose of theme.
